
The Moldovan Ministry of Finance concluded more than 30 agreements with development partners in 2022, signed a new program with the IMF and received additional funding under the existing program.
The Ministry of Finance reported this, summing up the results of the last year. Among the achievements in 2022, the Ministry of Finance mentioned also the increase of the minimum wage from 2200 to 3500 lei, emphasizing that in 2023, the minimum wage in the economy will be 4000 lei. Wages for some categories of state employees and the basic rate for all state employees were increased. In addition, last year, resources were found to provide a one-off assistance of 3,000 lei to public sector employees with salaries lower than 15,000 lei. The regulatory framework was changed to promptly solve problems caused by rising prices for fuel, building materials and foodstuffs. The ministry took measures to open centers for Ukrainian refugees, a special account was opened to collect donations for them. A new Customs Code, harmonized with European standards, was finalized and adopted. Among the successes of 2022, the Ministry of Finance named the adoption of measures to streamline traffic at checkpoints on the Moldovan-Romanian state border, development and adoption of the law exempting Moldovan citizens who decided to return to the country from abroad from import duties. The document stipulates that Moldovan citizens who have been living abroad for at least 3 years will be able to enter the country upon their return with certain tax benefits and will not pay import duties on imported personal items, household items, furniture, appliances and family cars. One of the important bilateral documents signed by the Ministry of Finance in 2022 was the new Moldovan-French Intergovernmental Convention on Avoidance of Double Taxation and Prevention of Income Tax Evasion.
