A Business Process Outsourcing Park, providing a special tax regime for its residents, might be created in Moldova by analogy with the IT Park.

According to the draft law, creation of such a Business Process Outsourcing (BPO) Park will stimulate development of this sector, will attract investments into this sector, and will ensure creation of new jobs. According to the project, BPO-Park will create special tax conditions, with a single tax, as for the residents of the IT-Park, for businesses from more than 20 types of economic activities (business consulting, market analysis, accounting, financial audit and tax advice, translation, employment services, call-centers, etc). The residents of BPO-Park will get a number of tax incentives: a single tax of 10% of monthly sales income, the possibility to get financial aid from the state budget, other tax and customs privileges. The minimum amount of the single tax levied on the residents of the BPO-Park will be determined monthly for each employee and will be 30% of the average monthly wage in the economy, projected for the tax period of the relevant tax. At the same time, the insured monthly income of employees of enterprises-residents of the BPO-Park must be 68% of the average monthly wage in the economy, projected for the corresponding year. The draft law on BPO-Park, developed by the Ministry of Economy, is undergoing public consultations. The explanatory note to the draft states that BPO market in Moldova covers less than 2.8 thousand companies with the number of employees about 9.5 thousand (not including IT specialists), which provide services, including those at international level. The volume of sales of this sector is estimated at 2.2 billion lei, the volume of export - 0.8 billion lei. At the same time, the market assessment shows that companies do not sufficiently use the export potential of their services, which accounts for 36% of revenues of Moldovan BPO sector companies (in the region the share of export reaches 70%). According to the authors' calculations, creation of such a Park will increase the number of enterprises in this sector, create new jobs, increase the volume of income, including from export of BPO services and increase the share of export of such services. BPO-Park is proposed to be created by analogy with the IT-Park, because this model has shown high efficiency. It is worth noting that on Tuesday, May 17, the working group of the State Commission on Regulation of Business Activity will consider the analysis of the influence of this draft law on business activity. // 16.05.2022 - InfoMarket
