
Moldovan authorities are to simplify the procedures of writing off and clearing perennial plantations.
The Cabinet has modified the Regulation on procedure of writing off and clearing of perennial plants. The document approves separate procedures of writing off perennial plants, belonging to public and private property and simplifies them in general. According to the document, the writing-off of publicly owned perennial plantations is performed by a special act in case of one of the following circumstances: the useful life of perennial plantations has expired; the trial period of new plant species on trial plots has ended; over 50% of the plantation area is overgrown, damaged by pests or viruses or affected by natural disasters; if the destination of areas where perennial plantations are located is changed and in other cases where a special committee, consisting of the perennial plantation owner or his/her representative, a specialist in agronomy and an accountant, as well as a representative of the ANSA regional office, decides on writing off the perennial plantation. Records of decommissioning of publicly owned perennial plantations must be kept for 10 years. The same procedures are provided if the perennial plantations are privately owned, but their creation is subsidized by the state or the owner intends to receive financial assistance for clearing the perennial plantations from the National Fund for Agricultural and Rural Development. In other cases, the clearing of privately owned perennial plantations shall be carried out on the basis of a decision on decommissioning made by the owner or holder of such plantations, with the consent of the owner, without obtaining permission of the special commission. // 21.04.2022 – InfoMarket
