The National Emergency Public Health Commission has set this level of alert for the period from January 22 to February 20, given the significant increase in the number of new cases of coronavirus infection and the spread of the omicron strain, which is highly contagious, as well as the low level of vaccination of the population against coronavirus. To overcome the new wave of coronavirus, the commission recommended that private and public institutions transfer their employees to remote work, if possible, or establish a shift work schedule, and conduct workshops online. According to the decision of the commission, the presentation of a COVID-certificate will be mandatory for adult citizens to visit closed public places, with the exception of some objects, such as grocery stores, pet stores, shops selling hygiene products, as well as medical and orthopedic products, pharmacies, vaccination centers, post offices, banks and financial institutions, insurance companies, foreign exchange offices, gas stations, railway stations, offices of utility and electronic communications service providers. In all enclosed spaces, citizens are required to maintain a physical distance of 1 m, with the exception of family members or groups of people up to 2 people. The organization of private events (weddings, christenings, celebrations and commemorations), as well as the activities of entertainment centers and amusement parks, nightclubs and dance floors, are suspended for a month. Catering establishments will be able to work from 07:00 to 22:00, using no more than 50% of the total number of seats indoors (and 100% - when serving customers in the open space), the rest of the time they will be able to work only for take-out or with home delivery of food. Sports and fitness centers will be able to receive a limited number of visitors, based on 7 square meters per customer. Group training is allowed only for professional athletes, and sports events will be held indoors without fans or outdoors, but with a 50% limit on the number of fans. Theatres, cinemas and concert halls will be able to operate with 50% occupancy. To visit all of the above sites, the presentation of a COVID-certificate is mandatory. Scientific meetings, conferences, seminars and other professional events will be held online.
