
Moldova declares state of emergency throughout the country for a 60-day period.
The corresponding resolution was adopted by the parliament at an extraordinary meeting on Thursday, by the votes of 58 MPs, thus supporting the initiative of the government and the recommendations of the Commission for Emergency Situations. The state of emergency is introduced while taking into account the urgent need to ensure the security of natural gas supplies to Moldova, in the view of the risks of cutting off gas supplies in January, as well as the inability of the supplier Moldovagaz to fulfill its payment obligations under the contract with Gazprom. The resolution of the parliament comes into force from the date of adoption. The document stipulates that during the state of emergency, the Commission for Emergency Situations of Moldova may issue orders in order to enforce the following measures: introduction, if necessary, of rationed consumption of natural gas and other energy sources; making decisions necessary to ensure prompt action to provide natural gas, including by derogating from regulations; adoption of decisions authorizing suppliers and system operators to act in order to purchase, transport and distribute natural gas and other energy sources throughout the country; creation of fast tools for collecting payments from consumers for the used natural gas; introduction of a special regime for the purchase of natural gas in an accelerated mode, if necessary; allocation of financial resources to ensure the purchase of the necessary volumes of natural gas, if necessary; performing other actions in order to prevent, mitigate and eliminate the consequences caused by the state of emergency. In addition, the Commission will coordinate the work of the media in terms of: informing the population about the causes and extent of the emergency, about the measures taken to prevent danger, eliminate the consequences of this situation and protect the population; familiarization of the population with the rules of conduct during an emergency; introduction of special rules for the use of means of communication. It should be noted that the orders of the Commission for Emergency Situations of Moldova are binding on the heads of central and local public administration bodies, economic entities, public institutions, as well as citizens and other persons located on the territory of the Republic of Moldova.
