
The Parliament of Moldova adopted in the second reading the draft Law on the State Budget for 2022 with a deficit of 15 billion 136 million lei.
Within the framework of the second reading of the document, the previously approved general indicators of revenues, expenditures and budget deficit did not change, only some funds were redistributed between separate items of expenditure. In particular, as planned, the revenue part of the state budget next year will amount to 50 billion 066 million 602.7 thousand lei (+ 9.2% by 2021), the expenditure part - 65 billion 202 million 602.7 thousand lei (+ 13.1%), and the deficit will amount to 15 billion 136 million lei. The increase in budget revenues will mainly be associated with an increase in tax revenues as a result of improved macroeconomic indicators and fiscal policy measures. It is envisaged that the receipts of taxes and duties in the 2022 budget will amount to more than 46 billion 669 million 181.5 thousand lei (93% of the total amount of state budget revenues in 2022). Grants in the overall structure will amount to over 1 billion 317.9 million lei (2.6%), and other revenues - 2 billion 062.5 million lei (4.2%). At the same time, of the total amount of state budget expenditures, about 33.5 billion lei (51.4%) are transfers to other budgets, and 48.6% are expenditures for the implementation of programs through the central public administration authorities. Expenditures for the implementation of projects financed from external sources will amount to about 5.4 billion lei in 2022 (8.3% of the total state budget expenditures). In general, more than half of the expenditures will be directed to social protection, education, and health care. Thus, expenditures in the “Healthcare” section will amount to 8.9 billion lei (13.7% of the state budget expenditures), in the “Education” section - 13.6 billion lei (20.9%), in the “Social Protection” section - 14.8 billion lei (22.7%), “Culture, sports, youth, cults and leisure” - 1.05 billion lei (1.6%). For the section “General public services”, allocations are envisaged in the amount of 9.9 billion lei (15.3%), for the section “National Defense” - 758.1 million lei (1.2%), for the section “Public order and national security ”- 5.8 billion lei (8.9%). Expenditures under the section “Services in the field of economy” will amount to 9 billion lei (13.8%), on the section “Environmental protection” - 548.9 million lei (0.8%). “Housing and communal services” - 675.9 million lei (1%). The draft budget for 2022 also provides for the allocation of resources to increase assistance for the cold season by 200 lei, along with an increase in the number of recipients of this assistance, payment of partial compensation to households for gas and heat costs, etc. Also, the bill stipulates a gradual increase in the salaries of public sector employees. The state budget deficit in 2022 is planned at the level of 15 billion 136 million lei, and the main sources of its financing will be external sources (net receipts from external loans to support the budget and the implementation of projects financed from external sources) - 9.2 billion lei, internal sources - issue of government securities in the amount of 4.9 billion lei, and funds from the sale and privatization of state assets - 500 million lei. As Finance Minister Dumitru Budianschi noted earlier, the draft state budget for the next year was developed taking into account the forecast of GDP growth in 2022 by 4.5%, inflation - 6.9%, an increase in exports by 10.6%, imports - by 5. 1%, growth of the average salary in the economy by 10%.
