
Business associations have put forward proposals for a draft fiscal policy for 2022, which the parliament is to consider in a second reading.
During the discussions that took place on the platform of the parliamentary commission on economy, budget and finance, representatives of business associations, professional organizations and private companies voiced some of their proposals for the draft fiscal policy for the next year. Thus, the Association of European Businesses spoke in favor of maintaining the existing rates of local fees in order to support businesses in the difficult conditions of the pandemic crisis. The association expressed disagreement with the decision of the Constitutional Court, which declared unconstitutional the provisions of the Tax Code, introduced last year, limiting the amount of local fees, and the head of the Association of European Businesses, Mariana Rufa, emphasized that business desperately needs predictability. During the discussions, the Association of European Businesses representatives also proposed to support the organization's proposal to expand until 2035 the calendar of increasing the minimum excise taxes on tobacco products, which is enshrined in the Moldova-EU Association Agreement. Another proposal concerns the abolition of the discriminatory excise tax on denatured alcohol - the excise tax is applied in the perfumery and cosmetic industry and limits the competitiveness of this industry and its potential. During the meeting, proposals were made to increase the maximum limit for deductible expenses per employee; tax breaks related to optional insurance and reinvested profits, etc. IDIS Viitorul expert Veaceslav Ionita proposed to revise the luxury tax, as today it is discriminatory. For example, if an individual owns an office that he rents out, the luxury tax is not applied, and if there are 3 apartments, then the tax is applied. Ionita also spoke about the need for a compromise decision on the excise policy on tobacco products, proposing that the approved first reading increase in excise taxes on other cigars, cigarillos and cigarettes containing tobacco substitutes, as well as cigars, cut-off cigars and cigarillos containing tobacco, be produced in stages over several years. Following the consultations, the head of the commission Dumitru Alaiba noted that the proposals were taken into account and will be considered by the commissions, but most likely the bulk of the initiatives will be considered in 2022. // 30.11.2021 — InfoMarket
