
Due to the gas crisis, from October 22, a state of emergency has been declared throughout Moldova for 30 days - until November 20.
This decision was made by the parliament, approving the corresponding resolution on the proposal of the government. 55 deputies voted for it. The proposal to introduce a state of emergency came from the Cabinet in the context of the risk of interruption / restriction of natural gas supplies to Moldova. Thus, the decree is aimed at establishing the necessary measures to ensure the safety of natural gas and the country's electricity supply. As Prime Minister Natalia Gavrilita noted, speaking to the deputies, the introduction of a state of emergency is a technical solution. According to her, the introduction of a state of emergency is necessary to provide the authorities with the necessary tools and levers to quickly overcome the gas crisis, take certain urgent measures and decisions that provide for deviations from regulations, but are extremely necessary in the current situation to ensure the country's energy security in order to be able to allocate financial resources for the purchase of gas from alternative sources and ensure that it is possible to return the pressure in the gas system to an appropriate level. She stressed that the state of emergency is introduced solely with the aim of facilitating and speeding up the decision-making process for the flow of natural gas into the country, so as not to affect the energy security of Moldova. It is planned that during the period of the state of emergency, the Emergency Situations Commission will issue regulations establishing a special regime for the rapid purchase of natural gas; allocating funds from the budget to ensure the purchase of natural gas in the required volumes; making the necessary decisions to ensure prompt supplies of natural gas, including by derogating from regulatory provisions; ensuring, if necessary, rationalizing the consumption of natural gas and other energy resources; making decisions that allow suppliers and distributors to act to purchase, transport and distribute natural gas throughout the country; coordination of the activities of the mass media to inform the population about the causes and extent of the emergency, about the measures taken to prevent danger, eliminate the consequences of this situation and protect the population, as well as to familiarize the population with the rules of behavior in an emergency and the introduction of special rules for the use of telecommunications.
