Moldovan government has approved the draft Law on Public Services.

This is the first time such a law has been elaborated in Moldova; it is intended to create a legal basis for the public services system. The document establishes the basic principles for the provision of public services, distributes competencies in the field of policies for the provision of public services, requirements for the provision of services, the rights and obligations of beneficiaries and suppliers, requirements for monitoring and assessing the quality of public services, etc. According to the bill, the provision of public services in electronic form will be provided on a priority basis. Beneficiaries will be able to request the provision of public services at any public service provider office, multifunctional center or unified service delivery center, regardless of place of residence or registration. The bill provides a clear definition of the concepts of "public services", "life event", "electronic services", "electronic self-service", etc. It is supposed to introduce proactive public services, which will be provided without the need to submit requests or appeals from recipients; ensuring uniform requirements for the interaction of the public service provider with the recipient, etc. Alongside the law, it is planned to introduce the principle of serving citizens through several channels of providing services at the choice of the consumer. At the same time, to receive the service, the data will be provided once, and subsequently they will be used by any provider of public services. All providers of public services will be required to register with the State Register of Public Services. When elaborating the bill, it was taken into account the experience of other countries (Italy, France, and Germany) that introduced the concept of “citizen card” or “public services status”, including online. This allowed citizens to receive public services faster, easier and cheaper. The bill considered by the government must be approved by the Parliament of Moldova.
