
In Moldova, it is planned to close ineffective state programs, redirecting funds to new sectoral priorities.
Such a measure is provided for in the "Public Finance" section of the draft Government Action Plan for 2021-2023. According to the project, the priorities in the short term for the government are cooperation with external donors: the fulfillment of all the necessary conditions for receiving macrofinancial assistance from the European Union and the resumption of dialogue with the IMF to sign a new country program. It is planned to make a number of amendments to the state budget for 2021 to ensure financing of support costs during the pandemic and the distribution of capital investments, as well as to approve the budget for 2022 by the end of November. Next year, a schedule is outlined for approving the Medium-Term Budgetary Framework for 2023-2025 and budget documents for 2023. The Ministry of Finance proposes to continue developing the public procurement system through an electronic platform, to increase measures of internal state financial control, and to approve a new Strategy for the development of public finance management. The development and implementation of new information automated systems is planned, the digitalization of customs and tax services will continue. The government plans to rationalize expenditures: it is proposed to close ineffective programs and redirect funds to priority areas; review the role of the project implementation units. Higher transparency of budget expenditures will be ensured. It is planned to revise the policy on public debt management, and by the end of next year it is planned to approve the program “Public debt management in the medium term”. The Ministry of Finance also offers a list of measures aimed at improving tax and customs administration, reducing the risks of corruption in the Customs Service and the State Tax Service, and introducing electronic tax and customs services.
