
Real estate tax rate in Chisinau municipality for 2021 is proposed to be reduced from 0.185% to 0.1%.
The corresponding draft amendments to the decision on the approval of the Chisinau municipal budget for 2021 will be considered on Tuesday at a meeting of the municipal commission on budget, economy, finance, local public property, agriculture and suburban problems. The explanatory note to the document notes that the tax rate on residential real estate in Chisinau for 2021 was increased from 0.1% to 0.185%. As expected, the increase in the rate would increase the revenues of the municipal budget by 90 million lei. However, in 2020 Moldova was seriously affected by the socio-economic impact of the pandemic: due to the restrictions imposed, the income of the population decreased, the country's GDP decreased by 7%, the inflation rate was 3.8%. It is noted that in these conditions, the increase in the tax rate on real estate is unacceptable, as it directly affects the welfare of the population of Chisinau. Given this, it is proposed to revise the return of the property tax rate to the level of 2020 - 0.1%. Recall, according to Art. 280 of the Tax Code, the tax rates on real estate intended for housing and assessed by the cadastral authorities for 2021 could be set by local authorities in the range of 0.05-0.4% of the taxable base of real estate. According to the State Tax Service, in the largest municipalities of the country the following tax rates have been established for the appraised residential property: Chisinau municipality - 0.185% (2020 - 0.1%), Balti municipality - 0.2% (unchanged), Orhei municipality - 0.1% (unchanged), Ungheni municipality - 0.31% (0.3% - in the previous year), Cahul municipality - 0.16% (0.14% a year earlier), Comrat municipality - 0.09% (no change). Taxpayers have already received real estate tax notices, they are required to pay the tax by June 30 (if the property is purchased after March 31 of the current year, then the notices will be sent to taxpayers by February 1 of the year following the reporting year, and the tax will have to be paid by March 25 next year).
