
The National Dispute Resolution Agency annulled the decision to recognize the Minsk Automobile Plant as the winner of the tender for the supply of 100 buses to Chisinau.
The National Dispute Resolution Agency made this decision, partially satisfying the appeal filed by the Turkish company Anadolu Isuzu Otomotiv Sanayi vs Ticaret Anonim Sirketi, which appealed the results of the last competition of the capital's mayor's office for the purchase of 100 buses for the Chisinau city car fleet. At the same time, the National Dispute Resolution Agency ordered the Chisinau mayor's office, as a remedial measure, to re-evaluate MAZ's proposal, received under the aforementioned public procurement procedure, within 10 days from the date of receipt of this decision, in order to assess its discrepancy, taking into account the findings of the motivation part of the decision. In addition, the Chisinau mayor's office is obliged, within 3 days from the date of the adoption of the corrective measures provided for by this decision, to inform the agency about their implementation. The decision is binding on the parties, but it can be appealed against in an administrative dispute in the Chisinau court of the Riscani sector within 30 days. It should be noted that ISUZU Anadolu Otomotiv Sanazii ve Ticaret was declared the winner of the first tender for the purchase of 100 buses for Chisinau, offering a price of $ 156.4 thousand per transport unit. However, this decision was contested at the National Agency for Dispute Resolution and canceled at the end of 2020. A new tender was held in 2021, and the Belarusian company MAZ was declared the winner. It was said that out of the six applicants who submitted tenders, MAZ made the most advantageous offer in terms of price-quality ratio. The price of one bus declared by the Belarusian automaker is 116 thousand euros with a technical guarantee for 72 months. Based on this price, the cost of the entire batch of buses is 11.6 million euros. The closest competitor - Isuzu Anadolu - set the price of one bus at 124 thousand euros with a slightly longer warranty period - 78 months. As a result of the tender, MAZ scored 97.69 points, and the Turkish company Anadolu Isuzu Otomotiv Sanayi vs Ticaret Anonim Sirketi was second with 95.73 points.
