This decision was made by the judges of the Constitutional Court at a meeting on Wednesday after considering the request of opposition deputies Octavian Ticu and Sergiu Litvinenco. They questioned the constitutionality of the parliamentary decree of March 31 on the introduction, at the request of the government, of a state of emergency in the country for the period from April 1 to May 30, noting that the legal procedure for the nomination of the document was violated, since the initiative to introduce a state of emergency to parliament only the president or the plenipotentiary government can apply. The current interim government does not have such powers. In addition, the deputies drew attention to the fact that the adopted parliamentary decree did not contain specific urgent measures for the period of the state of emergency, and the measures subsequently approved by the Commission for Emergency Situations of Moldova could be taken without declaring the state of emergency by the National Emergency Commission of Public Health. Opposition deputies believe that the state of emergency was introduced only to block the dissolution of parliament and the holding of early elections, since parliamentary elections cannot be held in the country during the state of emergency. The state of emergency was introduced by parliament for a period of 60 days in order to give additional powers to the current cabinet in the face of the crisis and to combat the spread of COVID-19. The Constitutional Court of Moldova at the meeting on April 15 recognized the existence of circumstances justifying the dissolution of the parliament due to the impossibility of forming a government. The recognition of the unconstitutional decision of the parliament on the introduction of the state of emergency in Moldova allows the President of the country, Maia Sandu, to sign a decree on the dissolution of parliament and setting the date of early elections.// 28.04.2021 — InfoMarket
