Chisinau and Balti are to implement a new model of apartment evaluation for taxation purposes.
The Agency of Land Relations and Cadastre, under a project of land registration and evaluation, financed by International Development Association, has prepared a project of mass valuation of apartments in urban and rural areas of Chisinau and Balti municipalities. The project has been submitted for public consultation. The international expert Paul Bidanset worked on the development of the new model of apartment evaluation. The basis for the development of the new model was the primary data on apartment sales transactions and offers for sale, collected in 2017-2022 by local consultants and specialists from the territorial cadastral offices. Pricing information was gathered from sales contracts, advertisements, and other sources. As a result, the expert worked with data on more than 33 thousand apartments. In particular, he analyzed the technical parameters of sold or offered for sale apartments, which may affect the value of real estate (cadastral number, address, year of construction, floor, area, availability of amenities, type of heating, availability of utilities, etc.).
