Macroeconomics

  • In the first half of 2026, state budget revenue totaled 37.03 billion lei (+0.7%), while expenditure reached 46.24 billion (+4.2%). The deficit rose 21% to 9.21 billion lei; 8.55 billion was financed from domestic sources.

  • External public debt reached $4.84 billion as of June 30: it increased by 0.5% in the first half of the year and by 3.5% year-on-year. New external loans totaled $239.47 million, while principal repayments amounted to $103.46 million.

Energy and Resources

  • Two barges carrying about 6,000 tonnes of diesel fuel arrived in Moldova, and another 6,000 tonnes were expected on July 27. A total of 53 of the country's 590 filling stations had no stocks, including 38 Lukoil stations.

  • Energocom held nine gas procurement auctions for the 2026–2027 gas year. Quarterly and monthly products were offered; portfolio building will continue until the end of October.

Government Regulation

  • Parliament approved the laws on financial instrument markets and cryptoassets in the first reading. Supervision will be divided between the NCFM and the NBM; the main provisions are due to enter into force six months after publication.

  • Previously ordered equipment containing hydrofluorocarbons will be temporarily excluded from the annual import quota system until December 31, 2026. Major importers must submit data to the Environmental Agency by July 30.

International Relations

  • Moldova will open negotiations on agreements with Sweden and Kazakhstan on the promotion and mutual protection of investments. It currently has 43 such agreements in force, including 20 with EU member states.

Investment and Projects

  • The EBRD is ready to provide about 344 million euros to rehabilitate the R7 and M3 roads on the TEN-T network. Additional financing includes EU grants of up to 19.10 million euros and a government contribution of up to 34.20 million; the project period is eight years.

  • A 16.6-kilometer bypass near Slobozia Mare, costing 11.10 million euros, has opened. The M3 section is designed for about 2,100 vehicles a day, including at least 260 trucks, and cuts travel time to Giurgiulești by about 10 minutes.

Banking and Finance

  • Over nine months, 6 billion euros was transferred through SEPA, with fee savings reaching 11.60 million euros. Eight out of ten euro payments pass through the system, while the average fee has fallen to 1.10 euros.

  • Households received a record 8.40 billion lei in new loans in the second quarter and 15.40 billion in the first half of the year. Total household debt reached 51.20 billion lei, or about 14% of GDP; the average interest rate fell to 10.7%.

  • Until August 10, individuals can buy government bonds on eVMS.md with maturities of one to four years and annual yields of 7.45–7.85%. The face value of each bond is 100 lei.

Agriculture

  • AIPA approved 17.49 million lei in subsidies over the week. Of this amount, 12.98 million was allocated to 144 LEADER projects from Moldova's Growth Plan funds.

Business and Companies

  • In 2025, Moldova had 74,400 SMEs (+8.6%), representing 99.7% of all enterprises. The sector employed 393,000 people, or 71.6% of the country's enterprise workforce.

  • SME sales rose 17.5% to 563.30 billion lei, while pre-tax profit increased 26.7% to 53.20 billion. In agriculture, profit grew from 1.40 billion to 4.40 billion lei.

Social Economy

  • Self-employed people will be offered the option of paying a higher fixed social insurance contribution and receiving sickness, maternity, childcare and paternity benefits. Once adopted, the provisions will take effect on January 1, 2027.
