Macroeconomics
• In the first quarter, Moldova allocated 183 million euros to repay and service its external debt — 23.7% less year-on-year. Public-sector payments fell to 55 million euros, while private-sector payments rose to 128 million euros; debt service was equivalent to 12.9% of exports of goods and services.
Energy and Resources
• The modernized Chisinau substation is being prepared for commissioning to enable the launch of the 400 kV Vulcanesti–Chisinau transmission line. The Vulcanesti substation has already been commissioned, and the project is in its final technical stage.
Foreign Economy and Trade
• Exports to countries outside the EU and CIS rose by 10.1% in January–April to 351.7 million euros, while imports increased by 4.4% to 1.3759 billion euros. Exports to Turkey grew by 20.7% to 176.6 million euros, and imports from China by 16.3% to 466.5 million euros.
• Moldovan wine exports to Canada fell by 26% in 2025 to $4.07 million. The decline came as total Canadian wine imports dropped by 7% and supplies from the United States plunged by 76.8%.
Government Regulation
• ANRE proposes raising the drinking-water tariff in Chisinau by 7.7% to 13.99 lei per cubic meter and the average sewerage tariff by 11.6% to 7.4 lei. The new rates must be approved by the regulator’s Administrative Board.
• ARCOM has proposed introducing inter-operator verification of telephone-number authenticity through the Number Verification API to block calls using spoofed caller IDs. Consultations will continue until July 22, and mandatory operator reporting is planned from January 1, 2027.
International Relations
• Moldova and the EU opened negotiations on Cluster 6, “External Relations,” covering external economic relations, foreign policy, security and defense. This is the third negotiation cluster opened in the country’s EU accession process.
• Under the EU’s Moldova Growth Plan, the parties agreed on investment partnerships, financial instruments and projects worth more than 1 billion euros for infrastructure, energy, digitalization, innovation and competitiveness.
Investment and Projects
• Three public universities will receive 9.25 million euros from the World Bank for 11 research-infrastructure projects. The funding will support energy and natural sciences, agricultural processing, ICT, biomedicine and biopharmaceuticals.
• The National Roads Administration announced a tender worth 28.95 million lei excluding VAT to apply road markings on 31 road sections totaling more than 1.3 thousand km. Applications are accepted until August 3.
Banks and Finance
• Lei deposits increased by 1.3% month-on-month at the end of May to 98.504 billion lei, while foreign-currency deposits rose by 3.3% to 52.009 billion lei. Foreign-currency deposits of legal entities increased by 8.5% to 18.536 billion lei.
• The Ministry of Finance placed government securities totaling 2.893 billion lei at auction. Average yields were 3.03% for 91-day securities, 9.96% for 182-day securities and 10.10% for 364-day securities.
Agriculture
• Moldova and the EBRD are discussing the restoration of two centralized irrigation systems in the Stefan Voda, Criuleni and Anenii Noi districts. The project is expected to expand the serviced area to approximately 6.9 thousand hectares.
• The Government Reserve Fund earmarked 110 million lei to compensate farmers for excise duties on diesel fuel; 60.89 million lei had been disbursed by the end of the first half of the year.
Business and Companies
• The net profit of the 20 largest majority-state-owned companies reached a record 2.006 billion lei in 2025, compared with 401.9 million lei in 2019. Approximately half of the profit is transferred to the state budget.
• Chisinau Airport handled 716.1 thousand passengers in June — 15% more year-on-year; over 80% of departures and 77.6% of arrivals operated on schedule.
Social Economy
• Registered freelancers earned 41.1 million lei in June, while the single tax assessed totaled 6.1 million lei, 14% more than in May. As of July 10, 3,284 independent entrepreneurs were registered in the State Tax Service system.

ANNOUNCEMENTS
• A government meeting will be held at 15:00 on July 15. The agenda includes the state admission plan for higher education institutions for the 2026/2027 academic year, the procedure for recognizing the public utility of the R7 bypass construction near Drochia, and the appointment of financial experts in the Park Avenue Capital v. Moldova international arbitration.
• Until 17:00 on July 15, the Ministry of Finance is accepting proposals on a draft requiring the publication of public procurement plans and reports on their implementation in the “State Register of Public Procurement” information system.
