The government released these figures following an analysis of compensation at 125 state institutions, government agencies, and enterprises, which employ approximately 39,800 people. The analysis, prepared at the request of Prime Minister Vasile Tofan, showed that 439 employees—or 1.1% of the total—receive a monthly net salary of more than 50,000 lei, while 152 people, or 0.38% of the total, earn more than 80,000 lei. According to data for the first half of 2026, 55.6% of employees earn less than 10,000 lei net per month, 30.2% earn between 10,000 and 20,000 lei, 8.9% earn between 20,000 and 30,000 lei, and 4.3% earn between 30,000 and 50,000 lei. Thus, 85.8% of employees have a net monthly salary of no more than 20,000 lei. The average net salary in the analyzed organizations is approximately 11,900 lei, and the median is approximately 9,000 lei. The highest average salary was recorded in four independent agencies—39,100 lei net, which is 3.3 times higher than the average for the entire public sector analyzed. These regulatory agencies employ 1,005 people, or 2.5% of the total number of public sector employees; yet they account for 180 of the 439 positions with compensation exceeding 50,000 lei and 73 of the 152 positions with compensation exceeding 80,000 lei—that is, 41% and, respectively, 48% of the total number of such positions. In public institutions, the average net salary is 19,100 lei; in project implementation units, it is 18,200 lei; in publicly owned companies—13,900 lei, and at state-owned enterprises—about 8,900 lei. The highest median salary was recorded at the National Agency for Energy Regulation (ANRE)—nearly 44,000 lei net, where 36 employees earn more than 50,000 lei, including 6 who earn over 80,000 lei. At Moldatsa, the median salary is 43,200 lei, with 102 employees earning more than 50,000 lei and 60 earning more than 80,000 lei. At Energocom, the median salary is 36,900 lei; at the e-Government Agency, it is 32,500 lei; at the National Bank of Moldova, it is 30,300 lei; at the National Road Administration—29,100 lei, at the Costesti Hydropower Plant—27,500 lei, at the Information Technology and Cybersecurity Service—26,900 lei, at the National Commission for Financial Market —26,800 lei, at the National Agency for Electronic Communications Regulation—25,100 lei.
