The Ministry of Finance is working on a new regulation in the field of public procurement of small sizes, which provides for the conduct of all purchases through the MTender system without fail.

According to State Secretary of the Ministry of Finance Vladimir Arachelov, the draft document provides for the maximum amount of small public procurements (depending on the type) in the amount of 50 thousand lei, 100 thousand lei, 125 thousand lei and 200 thousand lei. He spoke about this during a press club dedicated to discussing the initiative to develop a new regulation, which should help facilitate the public procurement process and make this sector transparent. As part of public procurement, at least three proposals must be considered. If there are no 3 participants, then the purchase can be carried out by concluding a direct contract, but information about this will also need to be published on MTender. Vladimir Arachelov stressed that the public procurement sector occupies a large share in the budgets of state institutions and makes up about 12% of the National Public Budget. The efficiency of the use of funds allocated for public procurement directly affects the country's economy. According to preliminary data, small public procurements amount to about 9 billion lei. Therefore, these public procurements should be no less effective and regulated than large transactions. The new regulation is aimed at increasing the transparency of public procurement processes and the efficient use of state budget funds. Government agencies that announce tenders will be able to determine which public procurements are considered urgent, plan and monitor their execution. State monitoring of public procurement of small sizes will be carried out by the Public Services Agency. In turn, the representatives of the Accounts Chamber present at the press club expressed their support for the initiative to develop the Regulations for small-scale public procurement, noting that the Accounts Chamber has long recommended monitoring this sector as important for the formation of the country's economy. As Vladimir Arachelov noted, the document will be developed in the near future.// 31.10.2022 — InfoMarket
