The concept of a new fiscal policy will be published in Moldova by August 6

The Prime Minister noted that this document will be developed after consultations with stakeholders and should be submitted by August 6. Vasile Tofan acknowledged that tax reform is a complex topic, and the first attempt at implementing it was, to put it mildly, unsuccessful and destined for failure. The Prime Minister acknowledged that the tax reform was launched at an extremely inopportune time, during the scandal surrounding the MoldATSA company. The Prime Minister said that the current government must call things by their proper names, not avoid difficult topics, and implement tax reform. "We must reduce taxes on labor, we must reduce taxes on investments to encourage more people to work and invest. But these reductions must be compensated for from other sources. We will likely have to compensate for them through excise taxes – on tobacco, alcohol, gambling, and other goods. These rates are easier to adjust. "The excise tax on diesel fuel is a complex issue, but we will return the money to farmers," explained Vasile Tofan. He added that value-added tax is a separate topic that will be addressed. "We will likely have to revisit the VAT issue. I heard the feedback last time, understood it well, and believe we should take it into account as much as possible. Nevertheless, we need to take certain steps toward VAT unification. Perhaps gradually, rather than immediately reaching 20%. A phased increase is likely. This is a sensitive issue. Therefore, I ask the ministers not to make sweeping promises about what will and won't happen," stated Vasile Tofan. He instructed Finance Minister Victoria Belous to present a draft fiscal policy by August 6. "I take responsibility for this reform and will be personally involved in its development.
