The first EU-Moldova summit in July 2025 marked a new stage of cooperation and integration. Moldova adopted roadmaps on the rule of law, public administration, and the functioning of democratic institutions, which the European Commission assessed positively. According to the European Commission, Moldova has met the conditions necessary for the opening of clusters 1 (fundamental principles), 6 (external relations), and 2 (internal market). The European Commission expects Moldova to also meet the conditions for the opening of the remaining three clusters and is working to ensure that the EU Council is in a position to ensure the opening of all clusters by the end of the year. The Moldovan government has stated its goal of tentatively concluding accession negotiations by early 2028. The European Commission is committed to supporting this ambitious but achievable goal, provided that Moldova accelerates the current pace of reform.
