The NBM and the Romanian Financial Supervisory Authority have signed a cooperation agreement to strengthen capacity in the licensing, regulation, and supervision of insurance companies in Moldova
According to the National Bank of Moldova (NBM), the agreement was signed by the NBM Governor, Anca Dragu, and the chairman of the Romanian Financial Supervisory Authority (ASF), Alexandru Petrescu. According to the NBM, the agreement establishes a framework for cooperation on the exchange of information and technical assistance, which will facilitate the transposition of EU standards into national legislation in order to ensure the stability and effective functioning of the financial sector, particularly the insurance market. Anca Dragu emphasized that the Romanian Financial Supervisory Authority is a reliable partner of the National Bank of Moldova, and the cooperation between the two organizations clearly demonstrates the value of exchanging experience and technical assistance in developing a modern regulatory framework in line with leading European practices. "This partnership reflects our strong commitment to further strengthening insurance sector supervision, protecting citizens' rights, and ensuring the stability and transparency of the financial sector. Cooperation with the ASF will contribute to the adaptation of the regulatory framework to create a safe and efficient financial environment for citizens and the business community," Anca Dragu emphasized. During the discussions, the ASF's contribution to the Twinning project “Strengthening supervision, corporate governance, and risk management in the financial sector,” which was implemented in Moldova with the support of the European Union from October 2021 to April 2024, was highlighted. The initiative aimed to align national legislation with the Solvency II Directive and the RCA. ASF experts are supporting the NBM and the National Financial Market Commission in developing regulations for the implementation of European standards for the licensing and supervision of insurance companies. The need for technical assistance for the current year was also highlighted, particularly in connection with the transposition into Moldovan legislation of EU regulations on insurance and reinsurance activities. // 08.08.2025 – InfoMarket.
