The Cabinet of Ministers approved the ratification of Amendment No. 1 to the contract with the EIB on the allocation of 30 million euros for the Energy Efficiency in Moldova project

The amendment was signed on July 4 in Chisinau. As previously noted by the State Secretary of the Ministry of Energy, Constantin Borosan, this amendment will not change the financial conditions for the allocation of a loan for the implementation of the project, but will reflect important institutional adjustments that occurred after the signing of this agreement in Chisinau on December 10, 2021. In particular, after the creation of a separate Ministry of Energy within the government structure, it will be responsible for the implementation of the Energy Efficiency in Moldova project. At the same time, after the reorganization of the Energy Efficiency Agency into the National Center for Sustainable Energy, this new structure will be responsible for the implementation of the project components intended for the residential sector, and the United Unit for the Implementation and Monitoring of Energy Projects (UCIPE) - for the public sector. Constantin Borosan explained that the adjustments being made are technical, but very important for avoiding blockages in the process of implementing the aforementioned important project. As reported earlier, the Energy Efficiency in Moldova project aims to implement a national program to improve the energy efficiency of public buildings in Moldova. These are buildings of central and local authorities characterized by low energy efficiency due to their old construction and an acute shortage of investments in consolidation and energy efficiency improvement works during their use. It is envisaged that for the implementation of the aforementioned project, Moldova will receive a loan of 30 million euros from the EIB, which will be provided in 10 installments of a minimum of 1 million euros. A grace period of 5 years and a maximum period of 20 years from the date of receipt of each payment will apply to the return of each tranche. Another loan of 30 million euros for the implementation of the project will be provided to Moldova by the European Bank for Reconstruction and Development. A grant of 15 million euros for the same purposes will be provided by the EU Neighborhood Investment Platform (NIP), and another 0.5 million euros will be provided by the Eastern Partnership Technical Assistance Trust Fund (EPTATF). Thus, the total budget of the project will amount to 75.5 million euros. The main beneficiaries of the project will be state-owned buildings of national and local importance, social character, mainly hospitals and medical institutions of republican importance, as well as schools and kindergartens. In particular, within the framework of the project it is planned to energetically rehabilitate 16 buildings of 10 medical institutions. The objectives of the project are to improve the energy efficiency indicators of buildings, thermal modernization of buildings, providing for the installation of modern energy-efficient equipment, heating, ventilation, air conditioning systems, the introduction of new lighting and heat distribution systems, the use of renewable energy sources, etc.// 09.07.2025 – InfoMarket
