Moldova will receive two loans from the EIB totaling over €244 million for the modernization of the country's energy and healthcare sectors.

As noted in a statement by the European Investment Bank, in particular, the EIB Global will provide Moldova with a €143.5 million loan to support the modernization of district heating in Chisinau and a €101 million loan for the construction of a regional hospital in Cahul. Termoelectrica, the largest heat supply company in Moldova, will implement a district heating modernization project that includes replacing outdated vertical systems in apartment buildings with horizontal ones, installing individual heating units and improving building distribution networks. These steps are expected to reduce energy consumption by 25%, lower heating bills and reduce greenhouse gas emissions by 7% over the next two decades. The Ministry of Health of Moldova will be responsible for the construction of the Cahul Regional Hospital. The hospital will serve around 300,000 people from Cahul and neighbouring towns, including Comrat, Leova, Ceadîr-Lunga, Taraclia, Cantemir and Vulcanesti. “We are helping to improve the daily lives of people across Moldova – from better healthcare in the south to more efficient heating in the capital,” said EIB Vice-President Teresa Czerwińska. “We are supporting Moldova’s priorities by strengthening public services, aligning them with EU standards and improving energy infrastructure to reduce Moldova’s dependence on Russia,” she said. The EIB’s global financing underlines Europe’s support for infrastructure development in Moldova as the country aspires to EU membership. The hospital in Cahul is scheduled to be completed by 2030. “The signing of this financing agreement with the European Investment Bank is an important milestone for our healthcare system,” said Moldovan Health Minister Ala Nemerenco. According to her, for the first time in Moldova, 2 regional hospital complexes will be built from scratch - one in Cahul, the other in Balti - in accordance with the highest European standards. "This is a concrete step towards equity in healthcare and a firm commitment of the Ministry of Health to build a sustainable system close to citizens," the Minister of Health said. The works on modernizing the centralized heating in Chisinau, where about 750 thousand people live, should be completed within 7 years. The project will also reduce heating costs for consumers, improve access to hot water for homes connected to the network and help reduce pollution and emissions. "This project is a strategic investment that will contribute to improving the quality of life of about 300 thousand families in the city. By installing 2,510 individual heating points and transferring 1,665 apartment buildings to a modern horizontal distribution system, we will provide each apartment with greater control over consumption, increased energy efficiency and, as a result, lower bills for citizens," said Energy Minister Dorin Junghietu. “With this joint effort, we are sending a clear signal: looking to the future means investing smart, caring for citizens and taking responsibility for the environment,” the EIB said. Both EIB Global loans are complemented by financing from other sources. The district heating project is co-financed by the European Bank for Reconstruction and Development (EBRD) and grants from the EU and a multi-donor fund known as the Eastern Europe Energy Efficiency and Environment Partnership (E5P).
