
The Commission for Emergency Situations has approved measures for state energy procurement under the state of emergency in Moldova
The Finance Ministry said that, in particular, it approved a number of basic measures to ensure the uninterrupted supply of electricity, natural gas, heating, water supply and sewerage to consumers during the state of emergency. Thus, by way of derogation from the provisions of the Law on Public Procurement, customers will be able to directly purchase the above-mentioned services from emergency suppliers or universal suppliers at regulated tariffs. This decision is aimed at ensuring uninterrupted supplies and efficient process management during critical periods. At the same time, budgetary bodies and institutions will comply with the following conditions: financial liabilities for energy procurement, water and sewerage services must be registered in regional treasuries within budgetary allocations; supply contracts must be signed by both budgetary bodies/institutions and the supplier of last resort or universal supplier, specifying contract volumes and amounts. At the same time, contracting authorities must provide the Public Procurement Agency with information on the conducted procurements in accordance with Article 5 paragraph (2) of the Law on State Procurement. “These measures taken by the Commission for Emergency Situations reflect the government's desire to ensure the functioning of the public procurement system,” the Finance Ministry stressed. //30.12.2024 - InfoMarket.
