
The regional scheme of state aid for investments may be implemented from 2025, with a budget of about 100 million euros
The draft decree on the approval of the regional scheme of state aid for investments was reviewed at a meeting at the State Chancellery and submitted for public consultations. According to the draft, the regional state aid scheme introduced in the legislation this year will be implemented through two instruments: grants and income tax exemption. The Ministry of Economic Development and Digitalization will be the provider of the aid and the beneficiaries will be enterprises engaged in one of the eligible activities (72 in total). For the purposes of the project, initial investments in the establishment of a new enterprise, expansion or modernization of existing production, its diversification, etc. will be considered eligible, provided that the beneficiary covers at least 25% of the costs. The provider and the beneficiary must conclude a contract that reflects the amount and period of assistance, its intensity, as well as the obligations of the parties. The beneficiary must maintain the investment for at least 5 years (3 years in the case of SMEs), and if the condition is not met - to reimburse the amount of aid granted and the interest on it calculated from the date of granting the aid until their effective reimbursement. The document stipulates the procedure for granting the scheme, budget and term of its implementation, evaluation of results, eligibility criteria for projects and beneficiaries, eligible costs, obligations of suppliers, rights and obligations of beneficiaries, monitoring of state aid, etc. The authors of the project estimate that the scheme's budget will amount to 2 billion lei (100 million euros), of which 75% will be tax benefits (1.5 billion lei) and 25% will be grants (0.5 billion lei). The support scheme will be available to 150 enterprises until 2034. At the same time, the maximum amount of assistance per project will not exceed 20% of the total budget of the scheme. According to the Ministry's estimates, providing assistance through this scheme will contribute to attracting investments in Moldova's industrial sector amounting to about 500 million euros until 2028.
