
The "373" program’s terms have changed: beneficiaries can receive more funds, including for construction and repair works related to the project.
Monitorul Oficial (the Official Journal of Moldova) published the decree approved by the government to amend the Investment Incentive Program "373". Thus, the maximum amount that can be granted to one beneficiary was increased - from 15 million to 40 million lei (2.7 times); the maximum amount of guarantee was increased - from 40% to 80% of the loan amount under the proposed guarantees (a requirement of the Credit Guarantee Fund) and the bank procedures for issuing loans were simplified; also, the limit on access to financial assistance from the state was removed: the status of the support measure from "minimum assistance scheme" will change to "state assistance". In addition, it is allowed to finance the purchase of raw materials and supplies needed in production or services - within 30% of the cost of the investment project. In particular, the document clarifies the concept of “investment loan” - a loan provided by a partner financial institution to a beneficiary under the program in national or foreign currency; it can be obtained for the purchase of fixed assets, equipment and equipment, including services and costs for logistics, installation, calibration, commissioning and certification of equipment and/or equipment purchased within the framework of the requested investment project, as well as for the acquisition of raw materials and/or materials necessary for the production process/service provision, the cost of which does not exceed 30% of the cost of the investment project requested for financing. The investment credit will be available for the construction and/or reconstruction and repair of utilities for the commissioning of equipment and outfiting; buildings and premises, including auxiliary premises with adjacent land plots, for activities related to the investment project; and for the purchase of digital technologies and information programs for activities related to the investment project. The next change concerns the list of eligible fields of activity for which investment credit is requested under the program: certain commercial enterprises will have access to financing, while the field of arts, entertainment and recreation will be excluded as ineligible. According to the government's information, so far, within the "373" program, more than 300 beneficiaries have received 363 loans for a total investment amount of 1.46 billion lei. // 17.05.2024 - InfoMarket.
