
The Moldovan Ministry of Agriculture informed about new rules for land owners and their obligations, taking into account the previously adopted legislative changes.
According to Vasile Sarban, State Secretary of the Ministry of Agriculture and Food Industry, the National Land Cadastre will be maintained by the National Agency for Land Reclamation. Local public authorities will be responsible for the maintenance of the Land Cadastre at the local level. At the same time, the Land Tenure Regime Regulatory Services (a subdivision of the Level II administrative-territorial unit) at the district level will summarize land information. In order to better organize and manage land resources, 4 main categories have been established: private ownership, leased land, sublease and land in possession. Farmers are encouraged to complete the necessary documentation and notify local authorities of changes in ownership, which is necessary to receive subsidies and other forms of government support. Farmers and land owners with lease or sublease agreements should submit these documents to local mayoralties. Contracts with a term of up to 5 years must be registered in the rental registers of the mayoralties. Contracts concluded for more than 5 years shall be registered in the real estate registry at the Land Registry Office. At the same time, if the land is in possession, farmers/owners of agricultural land must declare this at the mayoralty. Possession is acquired through the voluntary exercise of actual ownership of the property (land). The owner is the person who has begun to exercise his/her right as owner. Farmers who provide incorrect data will have to return the subsidies received and will be blacklisted at the Agency for Intervention and Payments in Agriculture. Farmers are advised to submit updated land use rights data to the Mayor's Office no later than May.
