
The government has approved a package of amendments to tax and customs policy for 2024.
The bill provides for amendments and additions to 9 laws, most of which relate to the Customs Code. Clarifications are being made regarding changes in the procedure for declaring goods imported into free economic zones, Giurgiulesti port and Marculesti airport. The Law on Local Public Finance specifies the mechanism for distributing revenues from natural resource taxes between the state and local budgets. Another provision of the bill proposes to allow, until July 1, 2024, the import or shipment from a warehouse of cartridges for electronic cigarettes containing liquid with nicotine, including disposable electronic cigarettes, bottles containing nicotine for refilling cartridges and electronic cigarettes (tariff item 2404), tobacco products and products from plants intended for smoking (240399900 and 2404), produced in 2024 and marked with an excise/consumer stamp before January 1, 2024. At the same time, tobacco products and similar products placed on the market before the date of entry into force of law, can be sold until the end of 2025. The definition of customs control lanes/corridors (green, yellow, red, blue) will be introduced into the conceptual apparatus of the Customs Code. The method of electronic data processing will be consolidated not only in the exchange of information of the Customs Service with economic agents, but also with the customs authorities of other countries. In addition to issuing certificates of preferential origin for the export of goods, the Customs Service will be authorized to verify the certificate of non-preferential and preferential origin of goods. The CS will enter into the information system registered exporters of companies that supply Moldovan-made goods to countries that provide preferences to Moldova. Some provisions for providing guarantees for payment of import/export duties will be abolished. The competencies of the Customs Service in the process of destruction and transfer of goods to the state are clarified, as well as its powers in approving the risk management procedure; the list of exemptions from payment of duties is specified, etc. The Code of Contraventions will regulate the right of the Customs Service to consider certain offenses by issuing a receipt for payment of a fine at the place where the offense was detected, etc. The bill has been sent to parliament for approval. // 13.12.2023 – InfoMarket
