
A Single Investor Information Center in the field of electricity and renewable energy sources will appear in Moldova.
This is provided for by the draft amendments to the Law on the Promotion of the Use of Energy from Renewable Sources, on which the Ministry of Energy is holding public consultations. The bill aims to partially transpose the European directive on the promotion of the use and consumption of renewable energy sources (RES) and is intended to address some of the critical problems that hinder the development of the entire renewable energy sector (both in terms of electricity and the use of such energy in the transport sector, for heating or cooling). The draft law contains a number of changes that will give potential investors greater confidence in the development of large projects for the use of renewable energy. Thus, it is planned to simplify the administrative procedures related to the development of a project in the field of renewable energy. It is planned to create a Single Investor Information Center in the field of electricity and renewable energy - a kind of one-stop shop for providing information support to investors who plan to invest in these areas. Such an information center will work under the Energy Efficiency Agency, it will act as an intermediary in obtaining the necessary information, documentation, permits and certificates, etc. for investors. Many processes in this area are planned to be digitized. At the same time, the legal framework related to guarantees of origin (an electronic document issued to prove to the end consumer that a given amount of electricity supplied to him/her was produced from RES) will also apply to gas / biogas, including hydrogen, as well as RES used in heating and cooling. The concept of "self-consumption" and "energy communities" will be promoted - for consumers in individual and multi-storey buildings. A set of measures has been proposed to promote the use of RES in heating, cooling and transport. In addition, the bill provides that the government will set national sectoral indicators in the field of renewable energy - this will allow mobilizing significant financial resources for this area. “Statistical transfers” of RES will also be applied in relations with other member states of the Energy Community or the EU.
