Moldova invites donors to participate in the creation of the Energy Efficiency Fund and in the process of transport electrification in our country.

This was stated by Minister of Energy Victor Parlicov during a discussion of the Action Plan of the Ministry of Energy and funding needs for its implementation at a meeting of the Industry Council for the Coordination of Assistance to the Energy Industry. The parties also discussed the structure, functions and subordinate institutions/divisions of the new Ministry of Energy. The head of the department, Victor Parlicov, presented the priorities of the new ministry, built around the goal of accelerated decarbonization of the economy before the EU-set deadline of 2050. “The minister's vision is to have a secure, sustainable and competitive energy sector. This is especially achievable in a country like Moldova, which has no fossil energy resources and can only rely on renewable energy. Another priority that will be directly felt by the citizens is energy efficiency in the residential sector, which will reduce the electricity bills of households and companies,” Victor Parlicov said. He invited donors to participate in the creation and capitalization of the Energy Efficiency Fund, as well as in the electrification of transport, a major fuel consumer in the country. Topics related to the additional needs of the Ministry of Energy were also touched upon, including the inventory of natural gas networks, the implementation of an energy efficiency commitment scheme, the renovation strategy for buildings in the country and other priority topics. It was noted that in the field of renewable energy this year it is planned to announce the first tenders for large capacities of renewable energy with a total capacity of 60 MW solar (photovoltaic) and 105 MW wind energy, build biogas/biomass power plants with a total capacity of 65 MW, including processing plants waste-to-energy with a total capacity of 20 MW, establish energy crop plantations, introduce net billing, and facilitate connection to the grid of large power plants. The Energy Sector Assistance Coordinating Council includes representatives from the Ministry of Energy and development partners working in the sector. The secretariat of the Council is provided by the experts of the program "Elimination of the consequences of the energy crisis in Moldova", funded by the European Union and implemented by the United Nations Development Program in Moldova. “UNDP, in partnership with the EU, has supported the establishment of the Energy Vulnerability Reduction Facility, and following our impact analysis, we will provide insights to support new measures in this area. We will also explore opportunities to attract technological innovations in the energy sector and contribute to strengthening the capacity of the new Ministry of Energy,” said Andrea Cuzyova, UNDP Resident Representative in Moldova. The action plan discussed with development partners contains 45 measures and a matrix of 77 priorities for the development of the energy sector in 2023. The matrix of priorities is divided into 8 chapters and includes cross-cutting policies: revision of the Energy Law; strategic planning; sectoral policies aimed at developing the electric power sector, the heat supply sector, and natural gas; promotion of energy efficiency, renewable energy sources; development of the oil products market; effective coordination of foreign aid. Of the 77 activities included in the priority matrix, 37 are already supported by development partners, 4 have partial financial coverage, and funding for 37 more is yet to be determined.// 13.03.2023 — InfoMarket
