
In Moldova, the process of public procurement of goods, services and works of low value will become more transparent, simplified and efficient.
This is provided for by the new regulation on public procurement of small value, which the government approved at a meeting on Wednesday. The new regulation provides for a number of significant changes in the procedure for initiating purchases of low value. Thus, in order to ensure transparency and fair competition, the customer is obliged to initiate procurement within the framework of the automated information system "State Register of Public Procurement" (SIA RSAP). The new provision also regulates the procedure for planning, initiating and conducting purchases in the information system. Changes are also being made to the way contracts are concluded and executed. The regulation provides for the possibility for contracting authorities to enter into prepaid contracts for the procurement of goods, services and works in accordance with the provisions of the Law on Public Finance and Fiscal Responsibility. The regulation also establishes the procedure for reporting low value purchases. Thus, the Public Procurement Agency will provide monitoring of public procurements of low value based on the automated information system "State Register of Public Procurement" SIA RSAP information. According to the current rules, purchases for amounts below the thresholds established by the legislation on public procurement and procurement in the field of energy, water management, transport and postal services are carried out outside the public procurement information system. After the approval of the new regulation, low-value purchases of 100,000 lei for goods and services, 125,000 lei for works and 200,000 lei for social services will be carried out without fail through an electronic system at the national level in the form of simplified purchases. The new regulation also provides for a change in the threshold for purchases made on the basis of a payment account, namely its increase to 50 thousand lei. For procurement, the value of which is from 50 thousand lei up to the specified limits, the customer has the right to conclude direct contracts with the economic operator, ensuring the efficient use of financial resources, transparency, objectivity and impartiality of the process and public confidence.// 14.12.2022 — InfoMarket
