
A draft government decree on compensation for energy resources, depending on the category of energy vulnerability (EV), has been published.
The document was considered at a meeting in the State Chancellery, it will have to be approved by the government. It establishes the maximum volumes of consumption of gas, heat and electricity that will be compensated to residential consumers in the period from November 2022 to March 2023 inclusive, as well as tariffs, taking into account compensations that will be provided, depending on the level of energy vulnerability of households. It is planned that the state will partially compensate consumers for paying for gas (up to 180 cubic meters per month), heat supply (up to 1.3 Gcal) and electricity (up to 75 kWh per month in one place of consumption). In particular, for gas consumers with very high EV, the cost will be 12 lei/m3, for high - 14 lei/m3, for medium - 17 lei/m3, for low - 24 lei/m3, and consumers without energy vulnerability will pay the full cost, which currently stands at 27.1 lei/m3. During the five winter months, the government plans to compensate domestic consumers for a gas tariff in the amount of 3 billion 620 million lei (more than 72% of all planned expenses for providing compensation during the cold months of this season). At the same time, according to the project, it is planned to allocate 880 million lei (17.6% of the envisaged expenses) to compensate for heat supply tariffs. In particular, heat consumers with very high EV will pay 1450 lei/Gcal, with high EV 1700 lei/Gcal, medium EV 1950 lei/Gcal, low EV 2500 lei/Gcal. Consumers without energy vulnerability (EV) will pay for heat supply services at full cost, which depends on the supplier (for example, Termoelectrica - 2854 lei/Gcal, CET Nord - 3052 lei/Gcal, etc.). The government compensates the most vulnerable consumers for electricity tariffs, while the amount of compensation is proposed to be set depending on the size of electricity tariffs. Thus, the final cost of 1 kWh for consumers with very high EV will be 3.3 lei and for consumers with high EV - 3.7 lei, if the tariff does not exceed 5 lei per kWh; 3.7 lei and, respectively, 4.2 lei - if the tariff is set in the amount of 5.01 to 6 kWh. Herewith, if the tariff is from 6.01 to 7 lei per kWh, except for consumers with very high (4.2 lei/kWh) and high EV (4.7 kWh), consumers with medium power plant – for them the tariff will be 5.2 lei/kWh, and the remaining categories of consumers will pay for electricity at the full tariff. According to the calculations of the authorities, at least 5 billion lei will be required to pay compensation this season. As expected, compensation will be received by 750 thousand gas consumers (of which 60% - with high and very high EV), 232 thousand consumers of thermal energy (52%) and 1.35 million consumers of electricity (39%). Gas, heat and electricity consumers with high and very high EV will receive about 70%, 62% and, respectively, 90% of the amount planned for compensation for each type of energy. // 18.11.2022 — InfoMarket
