
The EIB will provide a loan of 30 million euros for the implementation of the Energy Efficiency in Moldova project with a total value of 75.5 million euros.
This provides for a government-approved draft law on the ratification of the relevant financing contract between Moldova and the European Investment Bank for the implementation of this project. The document was signed in Chisinau on December 10, 2021. The Moldova Energy Efficiency Project aims to implement a national program to improve the energy efficiency of public buildings in Moldova. These are buildings of central public and local authorities, characterized by low energy efficiency due to the old construction and an acute lack of investment in consolidation and energy efficiency improvements during their use. It is envisaged that for the implementation of the mentioned project, Moldova will receive a loan of 30 million euros from the EIB. According to the terms of the financing agreement, the loan from the EIB will be provided in ten installments, the minimum amount of which will be 1 million euros. Each tranche will be subject to a grace period of 5 years and a maximum period of 20 years from the receipt of each payment. Another loan in the amount of 30 million euros for the implementation of the project will be allocated to Moldova by the European Bank for Reconstruction and Development. A €15 million grant for the same purpose will be provided by the EU Neighborhood Investment Platform (NIP), and another €0.5 million will be provided by the Eastern Partnership Technical Assistance Trust Fund (EPTATF). Thus, the total budget of the project will amount to 75.5 million euros. Its implementation period is 4 years (2022-2025). The main beneficiaries of the project will be state-owned buildings of national and local importance, mainly of a social nature, mainly hospitals and medical institutions of national importance, as well as schools and kindergartens. The list of hospitals of national importance to be included in the project includes: the Institute of Emergency Medicine, the Institute of Cardiology, the Institute of Oncology, the Institute of Mother and Child, the Republican Clinical Hospital, the Institute of Neurology and Neurosurgery, the Republican Center for Medical Diagnostics, the Balti Clinical Hospital, the Clinical Psychiatric hospital, Rehabilitation Center for the Elderly and Disabled SPERANȚA. Through the implementation of the project, citizens will have access to better services. The objectives of the project are to improve the energy efficiency of buildings, thermal modernization of buildings, which involves the installation of modern energy-efficient equipment, heating, ventilation, air conditioning systems, the introduction of lighting systems and the distribution of thermal energy, the use of renewable energy sources, if technically possible, etc.// 23.03.2022 — InfoMarket
