This is stated in the program of the government of the candidate for Prime Minister Igor Grosu, which was published on the website of the Party "Action and Solidarity" (PAS). The program entitled "Healthy Moldova" includes two components: a set of anti-crisis measures to overcome the pandemic and fight corruption, as well as goals and sectoral priorities for the medium term. The anti-crisis package of measures is estimated at 11 billion lei (5% of the country's GDP), which is planned to be covered by optimizing the costs of state institutions, improving the quality and execution of large projects, mobilizing inexpensive financing from external partners. To combat the pandemic, it is proposed to introduce a state of emergency in the country, improve monitoring of the treatment of all those receiving home treatment, including by delivering compensated drugs to their homes, etc. Measures are proposed to support business and socially vulnerable categories of the population: increasing the minimum pension by 15%, support for disabled people, lonely elderly people, families with children; deferral of bank loans; an increase in the loan guarantee fund and a change in the mechanism for providing a bank guarantee, an increase in the subsidy fund in agriculture, the provision of tax holidays for six months when jobs are restored. It is also proposed to reduce the VAT for HORECA to 5% within 2 years, to allocate subsidies to enterprises involved in the production chain of bread, meat, milk, in order to prevent price increases, introduce a moratorium for economic agents and individuals on the payment of utility bills, taxes and penalties if they have suspended activities due to restrictions imposed by the authorities due to a pandemic, etc. As part of the fight against corruption, it is planned to reform the Anti-Corruption Prosecutor's Office, develop a draft amendment to the Constitution, and reform the tax system.
