
The Ministry of Finance has prepared draft amendments to the Regulation on VAT refunds to agricultural producers
The amendments are aimed at expanding farmers' access to the refund program and improving the conditions for its application. The document will incorporate previously introduced changes to the legislation. They concern the limitation of the refundable amount of VAT to be deducted, declared for December 2024, for the periods from July 2023 to June 2026, as well as a reduction in the income threshold from agricultural activities for participation in the program from 95% to 70% of income received from activities included in groups 01.1–01.6 of the Classification of Economic Activities. These measures are aimed at strengthening the capacity of agricultural producers and supporting the agricultural sector in the current economic conditions. The refund will be made by the State Tax Service and the State Treasury within 25 working days after the application is submitted. In 2025, it is planned to return approximately 46.8 million lei from VAT accumulated in the account to farmers. In 2024, the total amount of refunds amounted to approximately 400 million lei.
