The Ministry of Finance of Moldova plans to prepare this year amendments to the 3rd and 4th chapters of the Tax Code, concerning VAT and excises

This was announced by Finance Minister Victoria Belous during a meeting with the business community during her visit to Drochia, where she held meetings with the district leadership, representatives of the local public administration and businesses. According to the Ministry of Finance, the event provided an opportunity for an open dialog about the current challenges faced at the local level. During the discussion with the representatives of local authorities, the Minister of Finance informed that trainings on accounting and application of the new Law on Public Procurement are planned for accountants working in schools. The problems raised by representatives of local authorities concerned the procedure for challenging public procurement, the need to increase salaries at the local government level, the Road Fund, income tax, the use of information systems and real estate valuation. Victoria Belous gave explanations and emphasized the importance of direct communication and working visits to find appropriate solutions, noting that “constant dialogue with local authorities helps to better understand the difficulties existing in the territories”. During the meeting with the business community, the Minister of Finance informed about the planned revision of Chapters 3 and 4 of the Tax Code, related to VAT and excise duties, which will be finalized this year. The Finance Minister urged the entrepreneurs to actively participate in the public consultations that will accompany this process, in order to contribute to the improvement of the legislative framework. Business representatives also touched upon the issues of tax administration. Victoria Belous emphasized the importance of combating the phenomenon of salaries “in envelopes” and the need to educate the population on compliance with tax laws.
