In 2022, Chisinau authorities plan to increase most of the local fees, as well as introduce a number of new ones.
This is provided for by the draft decision of the Chisinau Municipal Council on the approval of local taxes for 2022, submitted for public consultation. Next year, in accordance with the recommendations of foreign experts, it is proposed to increase some local fees in line with the growth of inflation in 2020 (+ 3.8%). In particular, according to the project, the fee for the improvement of territories can grow from 160 to 165 lei per year for one employee; the fee for advertising placement - from 5% to 5.2% of the income from the sale of services for the placement and / or distribution of advertising; the fee for the use of local symbols and the fee for organizing auctions and lotteries - from 0.25% to 0.26% of the income from the sale of products manufactured using local symbols / income from the sale of goods announced for auction or the amount for which lottery tickets are issued; parking fee - from 30 to 31 lei per year for 1 sq. m; fee for advertising devices - from 750 lei to 775 lei per year for 1 sq. m. At the same time, it was proposed to keep at the current level the tax for dog owners - 120 lei per animal and the tax for temporary residence - 3% of the income from sales of services provided by accommodation structures. In 2022, it is planned to increase the size of the market fee: for food, agricultural, non-food and mixed markets it will grow from 48 lei to 50 lei per year for 1 sq. m; for car markets operating on the outskirts of the city with an operating mode of 1-3 days a week - from 14 to 15 lei per 1 sq. m; for car markets operating on the outskirts of the city 6-7 days a week - from 36 to 38 lei per 1 sq. m; for car markets operating within the city, 1-3 days a week - from 70 to 72 lei per 1 sq. m; for car markets operating within the city 6-7 days a week - from 84 to 87 lei per 1 sq. m. Market fee for flower markets operating around the clock, which are located along the perimeter of parks of culture and recreation, can grow from 840 to 870 lei per 1 sq. m; for the rest of the flower markets, the fee may rise from 70 to 73 lei per 1 sq. m. For second-hand markets, it is proposed to increase the local tax from 18 to 19 lei per 1 sq. m. The rate of charges for entities that provide passenger transportation services in taxi mode will be 325 lei per month for vehicles, and for those who serve regular routes - from 325 to 700 lei per month, depending on the route. As for the taxation of retail and service facilities, in 2022, for most of them, local tax rates will increase. A local tax is introduced for restaurants for animals - 5.5 thousand lei, entertainment centers - 5 thousand lei, apartments-hotels - 4 thousand lei, hostels - 4 thousand lei, auction houses - 20 thousand lei, traveling salesmen - 2 thousand lei. The fee levied from online stores will increase from 5 thousand to 7.5 thousand lei. The fee from the halls for the organization, including the sale of lottery tickets, will amount to 10 thousand lei, the organizers of halls with slot machines with winnings will pay a fee of 260 thousand lei instead of 250 thousand lei, and the fee from the casino will increase from 500 thousand to 353 thousand lei The tax for filling stations will grow from 50 thousand to 52 thousand lei per one dispenser, for charging stations for electric cars the zero rate will remain.
