
The State Tax Service will conduct an audit of Valiexchimp to find out how it paid taxes and duties to the state budget for the development of oil and gas fields in the south of Moldova.
This was discussed during a meeting of a special parliamentary commission to investigate the procedure for mining. As reported by the press service of the parliament, the said special commission at its meeting assessed the activities of the government commission established to monitor the implementation of the concession agreement between the government of Moldova and the company for the development of resources Redeco (USA). According to the secretary of this government commission, Ion Racovita, since June 2020, its members have held three meetings. A working group was created for the inventory and assessment of oil fields in the village Valeni Cahul region and gas fields in the village Victorovca, Cantemir district, developed by Valiexchimp. The results will be presented later. It was decided that the State Tax Service will conduct an audit in Valiexchimp to find out how the company paid taxes and duties to the state budget, including for the development of oil and gas fields in the south of Moldova. The corresponding report of the STS will be presented and analyzed at the next meeting of the commission. Also, the Ministry of Justice will have to speak out on the legal aspects of Valiexchimp's activities, given that it continues to produce oil and gas at these fields, although the concession agreement with it expired in 2017. At the same time, will be fulfilled other requests of the members of the commission to investigate the legality of natural gas and oil production by Valiexchimp. Nicolae Ciubuc, chairman of the special parliamentary commission to investigate the procedure for mining operations, called on government officials to notify about cases of violation of the regulatory framework in this area and propose amendments. “Our goal is to identify violations and develop proposals for improving the system and mechanism for managing minerals, including by changing the legal framework, revising the institutional framework in order to eliminate existing shortcomings,” he said. It should be noted that in 1995 a government decree on a concession agreement between the government of Moldova and the resource development company Redeco L.T.D. (USA) approved the transfer of the latter to a concession for the development of oil and gas resources in the south of our country. Subsequently, in 2007, by another government decree, all rights and obligations under this agreement were transferred to the Moldovan company Valiexchimp. This agreement expired in 2017.
