The amendments to a number of normative acts considered by the government, the draft Law on the State Budget for 2021, the Law on the State Social Insurance Budget for 2021, and the Law on the State Social Insurance Budget for 2021 were published on Wednesday in Monitorul Oficial. When drawing up tax and budget documents for the next year, the following factors were taken into account: the epidemiological situation associated with COVID-19 at the national and international levels; agrarian challenges posed by natural disasters; difficulties in the justice system and the banking fraud, which reduce the development potential of Moldova’s economy; further harmonization of national legislation with the European legislation; the need to improve and simplify regulations. The fiscal policy for 2021 provides for an increase in excise taxes, unification of income tax (a decrease for some categories of taxpayers and an increase for others), measures to support economic agents and agricultural producers, a decrease in cash turnover, etc. It is assumed that some of the proposed measures will bring 548 million lei to the budget, while others envisage expenditures / arrears of 195 million lei, as a result, the proposed amendments can provide about 353 million lei to the budget. State budget revenues for 2021 are planned in the amount of 41 billion 415.4 million lei (+ 4.2 billion lei (11.3%) to the adjusted indicators for 2020), expenditures - 55 billion 399.6 million lei (+2.2 billion lei (4.1%) to the updated indicators for 2020), and the deficit is expected at 13 billion 984.2 million lei. The state social insurance budget is planned to be deficit-free: its revenues and expenditures will amount to 25 billion 095 million 092.3 thousand lei. The income of the compulsory health insurance funds for 2021 is projected at 11 billion 144 million 097.3 thousand lei, expenses - 11 billion 344 million 097.3 thousand lei. The deficit of the compulsory health insurance funds will amount to 200 million lei; it will be covered from the balance of funds formed at the end of 2020.
