
The Ministry of Finance proposes to establish a temporary moratorium on filling vacancies in the public sector by the end of 2022.
According to the draft resolution initiated by the department, it is proposed to introduce a temporary moratorium on the hiring of personnel in public authorities / institutions and in the National Social Insurance Fund for vacant positions registered as of November 30, 2021. It is envisaged that the hiring of personnel for 7,859 vacant positions may be suspended at the state budget level (of which 1974 vacancies are in the Ministry of Internal Affairs, 1541 - in the Ministry of Defense, 599 - in the Ministry of Finance, 427 - in the Ministry of Health, 492 - in the National Agency for Food Safety , 263 - in the National Social Insurance Fund, etc.). At the same time, the introduction of the moratorium for the local public administration bodies of the I and II levels will be of a recommendatory nature. It may concern 6,315 vacancies (2,780 - in Chisinau municipality, 414 - in Glodeni district, 300 - in Balti municipality, 277 - in Gagauzia, etc.). The moratorium cannot be applied to positions for which a competition was announced on the date of approval of the resolution. During the moratorium, the recruitment of staff for vacant positions is possible only with the monthly maintenance of the number of vacant positions in a public body / institution as of the end of November 2021. Exceeding these limits is possible only in case of reorganization of the institution or if it is necessary to fulfill the mission of a public body / institution. As noted in the explanatory note, the enacted Law on the Unified System of Remuneration in the Budgetary Sphere has a significant impact on the national public budget. According to the calculations of the Ministry of Finance, in 2022, personnel costs in the budget sector are estimated at 20.7 billion lei, which is 1.53 billion lei (8.2%) more than the approved / revised expenditures for these purposes, including taking into account the increase salary of some categories of public sector employees (by 5.9%) and compensation of the difference for employees whose salary does not reach 3100 lei. // 21.12.2021 - InfoMarket
