Moldova will receive a 40 million euro loan from the European Investment Bank to modernize 20 schools in the country as part of a project with a total cost of 51.5 million euros
Specifically, this includes a financing agreement between Moldova and the European Investment Bank for the “Rehabilitation and Modernization of Schools in Moldova” project, which was signed on June 17 and ratified by Parliament on Thursday. According to the document, the EIB will provide Moldova with a 40 million euro loan for the repair, reconstruction, and modernization of 20 educational institutions that are part of a network of 90 model schools selected by the Ministry of Education and Research to be transformed into modern regional educational centers. The investment will help improve learning conditions and school infrastructure, as well as create a safer and more accessible educational environment tailored to the needs of students and teachers. Renovation work will include insulating buildings, improving the efficiency of heating, ventilation, and lighting systems, modernizing fire safety systems, implementing renewable energy solutions, and improving accessibility. At the same time, classrooms will be renovated, laboratories will be modernized, and the digital infrastructure of educational institutions will be developed. In addition to the EIB loan, the project will receive a €3.5 million grant from the Neighbourhood Investment Platform, as well as 8 million euros in co-financing from Moldova, which it will receive under the EU-supported Reform and Growth Facility. Thus, the total investment will amount to 51.5 million euros. At the same time, the draft law provides for tax and customs incentives for goods and services intended for the project, including exemptions from VAT, customs duties, and other taxes related to their import or supply. The government will establish the procedures for applying these benefits. Implementation of the project will begin in 2027, and the Ministry of Education and Research will coordinate it. Minister of Education and Research Dan Perciun stated that this project is not just a reconstruction of school buildings. Rather, it is about creating the necessary conditions for students and teachers to fully realize their potential—modern classrooms, high-quality equipment, and schools of which young people can be truly proud. This initiative will support Moldova’s efforts to modernize its educational infrastructure in line with European standards. The schools included in the program will undergo extensive modernization—from insulating buildings and upgrading heating systems to renovating classrooms, improving accessibility, and creating safer learning environments —all of which is part of Moldova’s broader efforts to align its educational infrastructure with European Union standards.
