Moldova has announced the second competition for industrial park projects under the State Program for the Creation and Development of Industrial Parks
The Ministry of Economic Development and Digitalization and the Organization for the Development of Entrepreneurship (ODA) announced the competition. Concept notes for the competition will be accepted from July 17 to August 5. The State Program for the Creation and Development of Industrial Parks is addressed to government agencies and institutions interested in creating or developing industrial parks on state-owned land. Through this program, the Moldovan government supports the development of modern industrial infrastructure capable of attracting investment, increasing regional economic competitiveness, and creating new opportunities for local community development. The Program finances activities under three intervention modes: Mode I – the creation of industrial parks through the preparation of feasibility studies, technical and urban planning documentation, and other documents necessary for project initiation; Mode II – the development, modernization, and expansion of the technical and construction infrastructure of industrial parks; Mode III – Support for investments aimed at developing the economic ecosystem of industrial parks and attracting residents. Specialized central government bodies, local government bodies, including the Autonomous Territorial Unit of Gagauzia, and higher education institutions that meet the conditions set forth in the state program are invited to participate in the competition. Applicants must complete and submit a concept note and application form in accordance with the provisions of the state program and the competition documentation. All submitted projects will be evaluated by the Program Coordination Committee based on the selection and evaluation criteria set forth in legislative acts and the Program Operational Guidelines. As previously reported, the State Program for the Creation and Development of Industrial Parks offers: support for new initiatives to create industrial parks; financing the modernization and expansion of existing parks; and solutions tailored to the actual needs of regional economic development. Through this initiative, the experience accumulated in previous industrial development projects is expanded and applied at the national level, with a focus on the actual needs of local communities. An important goal of the program is to support local communities and strengthen cooperation between government agencies and the business community. The program supports both initiatives in the early stages of development, assisting in the preparation of necessary documentation, and existing industrial parks in need of infrastructure modernization or expansion. Thus, regardless of their stage of development, industrial parks can receive support tailored to their specific needs. It is worth noting that in August 2025, the Moldovan government approved the State Program for the Creation and Development of Industrial Parks – a strategic initiative aimed at accelerating regional economic development and attracting investment to regions with the greatest growth potential. The program creates tangible conditions for the development of modern industrial infrastructure and the creation of new jobs at the local level. As previously reported by the Ministry of Economic Development and Digitalization, this strategic initiative aims to stimulate the regional economy and reduce territorial inequality. To this end, the following funds will be allocated for 2025-2027: The EU Development Plan for Moldova allocates 250 million lei, of which 50 million lei has been allocated for 2025. The new State Program for the Creation and Development of Industrial Parks provides for the creation and development of at least four industrial parks in the coming years; attracting at least 20 million lei in investment for each park or registering at least seven residents; increasing the number of jobs and economic development in beneficiary communities. // 15.07.2026 – InfoMarket.
