The IMF commended the measures taken to stabilize Moldova’s petroleum products market in the context of the Middle East crisis

This was discussed during a meeting between a group of experts from the International Monetary Fund and the leadership of the National Energy Regulatory Agency (ANRE), at which the parties discussed the liberalization of the gas market, energy security, and the development of Moldova’s electricity sector. According to the energy regulator, the discussions focused specifically on the situation in the natural gas, electricity, and petroleum products sectors, with an emphasis on the development of energy markets, regulatory mechanisms, and their impact on energy security and consumers. In the natural gas sector, the market liberalization process and ensuring security of supply were highlighted. Discussions covered natural gas procurement procedures during the cold season, advance procurement planning and forecasting procurement costs based on the development of regional markets, as well as the use of existing regional infrastructure to ensure stable and reliable supply flows. Developments in the electricity sector, consumption levels, and tariff trends were also analyzed, along with constraints on national transmission infrastructure and interconnection, challenges in balancing the power system, the impact of incidents on transmission networks, and the integration of renewable energy sources. In this context, legislative amendments regarding grid connection, the system of guarantees of origin, and the development of energy communities were also discussed. The IMF delegation highly commended the measures taken to stabilize the market in the context of the Middle East crisis and its impact on the petroleum products market in Moldova. Discussions focused on the establishment and maintenance of mandatory petroleum product reserves, regulated by national legislation, as a key instrument of energy security.
