Moldova's national resilience depends on the coordinated functioning of the entire institutional system and is built on shared responsibility, coordination, and preparedness - Alexandru Munteanu

The Prime Minister made this statement while speaking at a high-level seminar on Continuity of Management and Operations, dedicated to strengthening Moldova's resilience and building a more prepared, coordinated, and crisis-ready public sector. Ministers, state secretaries, and external partners, including representatives from the US Embassy in Moldova and the NATO Office in Chisinau, participated in the seminar. They reviewed and approved the National Continuity of Management Concept, as well as a standardized methodological framework for developing continuity of operations plans at the institutional level. The goal of the concept is to ensure the continuity of essential state functions in emergency or crisis situations while preserving constitutional authority, legitimate leadership, and institutional legitimacy. Alexandru Munteanu noted that continuity of management and operations are key elements of the state's ability to function, make decisions, and protect the public interest under any circumstances. According to him, in an increasingly complex risk environment, institutional readiness has become an integral part of national security and national resilience. The Prime Minister noted that recent crises experienced by Moldova have demonstrated that several sectors can be simultaneously affected – energy, cybersecurity, infrastructure, logistics, and public services. In this context, the ability to coordinate becomes a key element of national resilience. In this regard, the crucial role of the National Crisis Management Center, which helps institutions increase their level of preparedness, improve coordination, and ensure continuity under any circumstances, was emphasized. Furthermore, the Prime Minister thanked external partners supporting efforts to strengthen national resilience, particularly the United States and NATO. In such moments, citizens expect stability, timely decisions, and the continuity of vital services," the Prime Minister emphasized.
