Moldova and Japan have signed a memorandum of cooperation in the digital sphere
The document was signed in Chisinau by Minister of Economic Development and Digitalization Eugen Osmochescu and Japan’s Minister of Internal Affairs and Communications Hayashi Yoshimasa. The memorandum aims to strengthen bilateral cooperation between the two countries in areas such as artificial intelligence and cybersecurity. The Japanese Minister stated that it was a great honor for him to visit Moldova, including in his capacity as chair of the Japan-Moldova Parliamentary Friendship Group, noting that he is one of the first Japanese Ministers to pay an official visit to our country since it gained independence. At the same time, Hayashi Yoshimasa expressed confidence that the memorandum, based on key areas of cooperation, would bring tangible benefits to citizens, in particular by promoting the responsible use of artificial intelligence and facilitating society’s adaptation to new technologies, including through the exchange of experience between the two countries. Beyond the digital sphere, the Japanese minister emphasized openness to expanding bilateral cooperation in other important sectors. For his part, Eugen Osmochescu highlighted the strategic role of the information and communications technology sector as a pillar of Moldova’s economic and industrial development. He also highlighted the importance of strengthening cybersecurity as an integral part of the digitalization process, an area coordinated at the government level through the Cybersecurity Agency. The parties discussed the impact of the conflict in the region on Moldova, including the rise in cyberattacks during election periods. The Japanese Minister noted that these risks are higher in countries with free and democratic elections. At the same time, Eugen Osmochescu highlighted the role of the United Nations Industrial Development Organization (UNIDO) in strengthening cooperation between Japan and Moldova, including in the context of efforts to rebuild Ukraine and support industrial development in our country. The parties reaffirmed their shared commitment to strengthening bilateral dialogue and leveraging opportunities for cooperation in areas of strategic interest for the benefit of the citizens of both countries.
