In Moldova, the threshold for mandatory VAT registration will be increased from 1.2 million to 1.5 million lei
This is envisaged by a draft law prepared by a group of members of parliament from the Action and Solidarity Party (PAS). It contains a number of tax measures to stimulate certain economic sectors and eliminate certain legislative inconsistencies. As noted by PAS MPs Radu Marian and Victoria Belous, the document also provides for the right to deduct expenses incurred by renewable energy producers in the event of the gratuitous transfer of electrical installations, transmission lines, and transformer substations in accordance with the provisions of the Electricity Law. Another measure is the exemption from income tax of education and professional development expenses incurred during the tax period in the amount of 20,000 lei. In a bill registered in parliament on December 2, PAS deputies also clarify the mechanism for determining the taxable value if a business uses various sales incentives in the form of discounts, bonuses, premiums, and points. They also stipulate that if these incentives are used, the taxable value is reduced by the amount of these bonuses. The bill also provides for an improved VAT refund process for farmers, covering the full amount in effect at the time of filing the refund application. Thus, the total refund amount for the period from July 2023 to June 2026 inclusive will not exceed the amount of VAT deductible for the subsequent tax period, reflected in the VAT return for the December 2024 tax period, and the amount of VAT accepted for refund for the 2023-2026 tax periods inclusive. The VAT refund calculation will also include the land tax calculated for 2025. PAS deputies also included in this bill a measure to defer VAT payments on imported motor vehicles.
