
Monitorul Oficial (the Official Journal of Moldova) published the budgets for 2024.
On Friday, December 29, the Law on approving the state budget for 2024, promulgated by the Moldovan President, was published. Its revenues in 2024 will amount to 66.63 billion lei, while expenditures will amount to 82.22 billion lei. Moldova's state budget deficit in 2024 is estimated at 15 billion 590 million lei (4.6% of GDP). The state budget for next year was made taking into account the updated macroeconomic forecasts, according to which in 2024 the GDP is expected to grow by 3.5% and the average annual inflation will amount to 5.7%. The law is socially oriented; it provides support for families with children, socially vulnerable categories of citizens. The government's priority remains the policy of supporting small and medium-sized enterprises (SMEs): more than 197 million lei will be allocated to finance a number of programs in this field, which will be aimed at the sustainable development of SMEs, their expansion across the country, especially in rural areas, the creation of new jobs, more active involvement of young people and women. The day before, Monitorul Oficial also published the law on the budget of the state social insurance and the law on the mandatory health insurance funds for 2024. The budget of the state social insurance in 2024 is planned to be deficit-free, with revenues and expenditures amounting to 42.8 billion lei. In the structure of the State Social Insurance's (SSI) revenues for 2023, about 56.9% will be general revenues, while transfers from the state budget will account for 43.1%. As of January 1, 2024, for the payers of compulsory contributions to the state social insurance budget on the basis of an individual contract concluded with the National Social Insurance Company (CNAS), the annual fixed contribution will increase by 19.2% - from 14,700 to 17,522 lei. For individuals owning or renting agricultural land or cultivating land, the fixed contribution to the SSI fund in 2024 will also increase by 19.2% - from 3,744 to 4,463 lei, but not less than 1/12 of the respective amounts monthly. The SSI contribution for persons engaged in independent activity in the justice sector will remain at the current level - 27,772 lei. The expenses are divided into 10 subprograms and types of activities. At the same time, about 67.5 percent of the total expenses of the state social insurance budget will be spent on the support of the elderly - 28.8 billion lei. As for the contributions to the health insurance fund, they will remain at the current level in 2024. The cost of the MHI Mandatory Health Insurance (MHI) policy will amount to 12,636 lei, at the same time, it will be available at a reduced price for the first 3 months of the year, while the amount of the MHI contribution calculated as a percentage of salary and other payments will remain at the current level - 9%. The revenues and expenditures of the MHI funds for 2024 will be equal - 15.42 billion lei. At the same time, the MHI funds' own resources will account for 54.6 percent of the revenues (8 billion 420.68 million lei), while transfers from the state budget - 45.4 percent (6 billion 999.4 million lei). // 29.12.2023 - InfoMarket
