
Government amended the 2023 state budget, increasing its revenues and expenditures by 1.4 billion lei.
According to the approved draft law, the state budget revenues will increase by 2.2%, from 64.86 billion lei to 66.27 billion lei, while the expenses will increase by 1.7%, from 83.19 billion lei to 84.6 billion lei. The budget deficit will remain unchanged - 18.3 billion lei. Changes to revenues and expenses by 1.4 billion lei will be financed due to grants from foreign sources amounting to about $94 million. The approved amendments provide for an increase of the budgetary allocations for the road fund - from 1.48 billion lei to 2.22 billion lei, with the limits of annual deductions from the total excises for oil products, except for liquefied gas, raised from 50.67% to 70.94%. The size of the National Fund for Regional and Local Development will increase from 600 million lei to 920 million lei and that of the National Fund for Agricultural and Rural Development from 1.5 billion lei to 1.6 billion lei. Allocations for the Fund for Voluntary Unification of Localities were cut from 250 million lei to 50 million lei and from 220 million lei to 134.1 million lei for the Population Support Fund, including for financing the minimum package of social services by the local public authorities of the second level - from 204.2 million lei to 118.1 million lei. Budgetary bodies will receive 2.34 million lei instead of 2.4 million lei to finance capital investments. The amount of allocations to ensure the provisions of the normative base for salaries in the budgetary sector was also adjusted and will amount to 567.8 million lei instead of 742 million lei. The sum of transfers from the state budget to the state social insurances budget was also adjusted to 17.1 billion lei instead of the earlier approved 17.16 billion lei. The transfers to the local budgets will amount to 18.5 billion lei, of which 675.9 million lei - general transfers to first-level local budgets from the fee for using roads by vehicles registered in Moldova. At the same time, more than 86 million lei will be allocated from the state budget to finance the "Personal Assistance" social service to local authorities. The amount of budgetary allocations for the implementation of the "First House" state program was increased by 30 million lei to 200 million lei.
