
ANRE starts accepting applications for projects related to the use of renewable energy sources.
Specifically, the National Regulatory Agency for Energy (ANRE) announced the beginning of the procedure for accepting applications for confirmation of eligible producer status and allocation of quotas for electricity at fixed tariffs produced from renewable energy sources, namely from April 1 for applicants for projects based on continuously renewable sources (biomass, biogas, synthesis gas and hydropower); from April 8 for applicants with projects based on wind energy and from April 15 for applicants with projects based on solar energy. In accordance with industry legislation, ANRE approved fixed tariffs and ceiling prices for electricity generated from renewable energy sources on February 25. The limit, the maximum capacity quotas for each category and part of the technology were previously approved by the Government Decision of December 8, 2021. Thus, ANRE will confirm the status of non-discriminatory eligible producer within the quotas established by the government: for wind turbines up to 15 MW, of which: large wind turbines, 12 MW; small wind turbines, 3 MW; for solar photovoltaic installations within a quota of 70 MW, of which: building-based photovoltaic installations, 50 MW; photovoltaic installations other than those installed on buildings, 20 MW; for biogas-based cogeneration installations up to a quota of 100 MW, of which: cogeneration plants based on biogas (obtained by using the energy potential of manure, livestock waste, agricultural waste, agricultural crops, energy plants, food industry waste, including the mixture between them) - 45 MW; cogeneration plants on biogas obtained by burning municipal solid waste - 45 MW; cogeneration plants based on biogas obtained by recycling liquid municipal waste/waste water - 10 MW; for CHP plants based on synthesis gas within the quota of 15 MW; for direct combustion cogeneration plants within the quota of 30 MW; for hydro plants within the quota of 5 MW. The application procedure and confirmation of eligible producer status will be carried out in strict compliance with the Regulation on Confirmation of Eligible Producer Status, approved by ANRE decision of July 5, 2019 and on the "first come, first served" principle. If the application for confirmation of eligibility as an eligible producer does not meet the requirements set forth in the regulation, the applicant has the right to supplement the application with missing information/documents within 3 working days from the date of application, otherwise the application and attached documents are not considered and are returned to the applicant. Given that there are many applicants for eligibility for the same technology, and ANRE cannot establish a procedure for inclusion in the registry, this will be done at once by lottery. Each entrant would take turns pulling out a sealed envelope containing cards with numbers in it. Thus, the order of verification of applications for confirmation of eligibility will be ascending, according to the numbers drawn in the lottery. After registration in the Register of incoming correspondence, within 30 days ANRE, together with the relevant state institutions, will start the procedure of checking the attached documents and the compliance of the submitted declarations. Within the limits of the capacity quotas and for each technology and individual applicant, ANRE will adopt regulations for granting the status of eligible producer, which will be valid from the moment the performance guarantee of 2% of the estimated value of the project is provided. The participation guarantee will be deposited only by the applicant into the agency's bank account, and its amount will be based on the technology and electrical capacity of the production plant. The application review process will be ensured by a team of ANRE staff, assisted by representatives of state institutions.
