
In Moldova, public services are being modernized to make them more accessible, high-quality and efficient.
This is provided for by the draft Law on Public Services, which the parliament adopted in the second reading. The purpose of the document is to create a legal basis for a public service delivery system to ensure accessibility, quality and efficiency, as well as a balance between the expectations of the beneficiaries and the public interest. “We will radically change for the better the quality of public services provided to citizens and entrepreneurs,” said Dumitru Alaiba, chairman of the commission on economy, budget and finance. The approved draft law stipulates the basic principles for the provision of public services, establishes competences in the field of public policy regarding public services, requirements for the provision of public services and the procedure for their provision, the rights and obligations of beneficiaries and public service providers, regulates aspects related to monitoring and assessing the quality of public services provision, as well as liability for violation of regulations on public services. Among the main goals of the bill are the organization and effective provision of public services to citizens and businesses, as well as reducing the administrative burden and economical use of budget funds. A new element is the diversification of methods of obtaining public services. Public services will be provided primarily at a distance (online), which is especially important for citizens abroad, as well as in a pandemic. Herewith, persons who do not have access to services in electronic format will be able to call multifunctional centers in the municipal and regional centers of the country. The competence of the government is established to approve normative acts on the organization and operation of multifunctional centers and unified centers for the provision of public services.
